Hiring Graduate Students 2024-25
- This memo contains information about hiring graduate students, including guidelines, helpful reminders, and suggested effective dates
Funding and Accounting Policies for In-state Tuition, Remission, Fees and Health Insurance
- Graduate students who meet the eligibility requirements may receive in-state tuition, mandatory fees, and health insurance.
- Non-NC residents may also receive tuition remission.
- Beginning fall 2023, departments may use their in-state allocation to pay the in-state tuition for eligible students regardless of their stipend funding source. This change in policy should allow departments to optimize use of their in-state allocation, especially for students who have multiple sources of funds or only partial funding from state funds. See stipend increase frequently asked questions
Stipends:
- For the academic year 2024-2025, the minimum stipend required to qualify for tuition remission awards and in-state tuition awards will be increased to $16,500 per nine-month service period for students in master’s programs and $20,600 per nine-month service period for students in doctoral programs. Funding support for students currently funded by state sources who are at the minimum will come from central finance. These minimum stipends will apply to students who are serving as research assistants, teaching assistants, or fellows/trainees.
- For more information on stipend definitions, please review The Graduate School’s Stipends and Benefits information.
- For information on hiring graduate students, please review Hiring Graduate Students 2024-25 and the University’s Student Employment guide.
- The Graduate’s School’s Stipend Calculator can assist you in determining what salary to enter on the ePAR form, given the graduate student’s start/expected job end dates, to ensure the intended amount of pay.
- Non-service stipends are entered in GradStar. For access to GradStar, please complete a ConnectCarolina Access Form.
- Learn more about student payments via GradStar.
Tuition:
- Tuition and fees are entered in GradStar. For access to GradStar, please complete a ConnectCarolina Access Form.
- The source of stipend is responsible for in-state tuition at the campus rate. GradStar will prorate the charges when there are multiple funding sources. If there is a school-based rate, the department may provide the difference from any allowable source to pay the full amount of tuition.
- Only terminal master’s students may receive partial stipends (25%, 50%, 75%) and partial in-state tuition and fees based on the stipend amount. If the student earns the full minimum stipend, full tuition and fees may also be provided.
Fees:
- If a student is funded by a federal grant, a portion of fees may be charged to the grant per guidelines provided by OSR and based on federal regulations. Each academic year, mandatory student fees will be reviewed by OSR to determine allowable (may be charged to the grant) versus unallowable (may not be charged to the grant) fees. The GradStar system will populate the allowable portion of fees for grants, and the user will then be able to add an additional row to pay the remaining balance. The unallowable portion must be paid by the school/unit/program from a non-grant source.
- NOTE: The student’s stipend cannot be increased in order to cover the full fee amount or any of fees, nor can the remaining balance be left for the student to pay.
Health Insurance:
- Graduate students who meet the eligibility requirements, may be enrolled in the Graduate Student Health Insurance Program (GSHIP).
- When a student is enrolled in GSHIP, BlueCross BlueShield receives a notification and will automatically waive the student from the mandatory insurance plan requirement. BCBS will add the administrative waiver to their Student Blue account and will lock their account to prevent the student from voiding the waiver."
- When an eligible student graduates, the student must be removed from GSHIP. Students who graduate in December must be removed effective December 31. Students who graduate in May must be removed effective May 31. Students who graduate in August terminate May 31 or July 31 at the discretion of the academic department.
- When the Spring semester has ended, the eligible student continues to be covered under GSHIP from the period of June 1 through July 31 as long as the student will be enrolled in the upcoming Fall semester.
- Must meet the GSHIP minimum stipend
